A functional admin page, not a placeholder

The current settings page is built to handle routing, activation visibility, workspace preferences, and connection health in one Jira-native place.

Supported routing only

The current implementation supports the default SeeCodes Forge remotes for US, EU, and UK routing and keeps activation health visible to the Jira admin.
